该文依据环境经济学理论分析我国农业面源污染的经济成因。研究发现:微观层面,追求经济收益农户的短视行为直接造成了农业污染;宏观层面,源于农业环境资源配置失灵及农业污染治理的政府失灵。该文认为,农业污染问题的解决还需从宏观入手,政府和相关部门除继续完善农民收入保障体系外,还需进一步完善市场制度并弥补政府环境管理的缺陷,使得市场价格能够更加完整地反映资源与环境价值。

This article analyzed the economic reasons of agricultural non-point source pollution according to theo- ries of environmental economics. The results showed that： the reasons caused non-point pollution were the short- sighted behavior of peasants only seeking economic returns in the micro level, and the failure of agricultural envi- ronmental resources allocation and governmental control of agricultural pollution in the macro level .
