Particle swarm optimization (PSO) was improved to ovecome the shortcomings of PSO, and a self-adaptive particle swarm optimization (SAPSO) was proposed in paper. The SAPSO was combined with radial basis function neural network (RBF-NN) to form a SAPSO-NN algorithm.
