地下空间作为城市建设的新型国土资源,开发利用地下空间有利于打造资源节约型和谐城市与创建环境友好型宜居城市。现阶段我国城市地下空间开发利用实践中存在的问题体现在缺乏综合利用的战略规划、规划的先行性和强制性难以落实、缺乏综合性的协调管理组织、相关法规建设滞后、投资主体单一、融资手段有限和运营方式守旧等方面。本文针对武汉市的实际情况,在地下空间开发利用的规划、制度建设和运作模式方面提出了对策建议。

Underground space is a new land resource of city development. Development and utilization of underground space are advantageous to build a resource-conserving and environment-friendly city.
