新时代高质量发展成为经济社会发展的主题.目前湖北经济既具备高质量发展的良好基础,呈现出稳中有进、质效提升的发展态势,又存在一些制约高质量发展的因素:经济下行压力依然存在、发展不平衡不充分依然突出、实体经济依然困难、新动能依然偏弱.必须以新发展理念为引领,构建实体经济、科技创新、现代金融、人力资源协同发展的现代化产业体系;以创新为动力,加快创新型湖北建设;以均衡协调为目标,形成多极支撑的新格局;以开放为先导,形成全面的省域开放格局;以质量效益为核心,扎实推进三大变革;以民生改善为目标,使发展成果由全体人民共享.
