农民工市民化是新型城镇化过程中重要的问题.采用AGIL模型对武汉市农民工市民化发展的各个子系统进行分析发现,户籍制度引起的农民工自身的社会适应性较低,政府为新增一个城市户籍人口增加的财政压力,法律法规的不完善,职业教育理念和方法上的滞后,是阻碍武汉市农民工市民化发展的重要障碍.为推进武汉市农民工市民化发展,政府应不断深化户籍制度改革,积极承担公共服务成本,依托市场资源分担成本,建立统一的城乡公共服务体系,改革职业教育理念和方法,大力发展社区教育.

It is an important issue to entitled migrant workers to being urban residents in the process of new type of urbanization. Based on AGIL model, the analysis on all the subsystems of migrant workers5 entitled to being urban residents in Wuhan proves that household registration system makes it difficult for migrant workers to adapt themselves to the society.
