The regional road network is modeled as a bilaterally connected graph, and the road section property such as traffic capacity, mileage, and congestion degree are treated as the property of the connection weight of the graph. A discrete variables optimization model is proposed to improve the layout of the regional road network. The comprehensive benefits of road network is taken as the optimum objective of the optimization model, which takes the travel time costs, the transportation expenses, overall traffic capacity and etc into account.
