Influence Mechanism of Local Grain Reserve Mechanism on Domestic Grain Security in Hubei Province

分析了国内新常态时期粮食安全保障所面临的资源与环境约束,探析了地方粮食储备机制对国内粮食安全的重要影响.提出了要坚持国家宏观政策与地方微观治理相结合,充分考虑粮食供给长期安全与短期平衡因素,保障粮食产量,同时应重视品质,加强地方粮食储备机制的调节作用.在此基础上,完善储备机制建设、建立地方综合生产能力、强化外部监管与节粮减损工作,构建地方粮食储备产业链的保障体系.

This paper analyzes the resources and environmental constraints faced by the food security guarantee in the new normal period, and analyzes the important impact of the local grain reserve mechanism on domestic food security.It is necessary to adhere to the combination of national macro-policy and local micro-governance, give full consideration to the long-term safety and short-term balance of grain supply, and ensure grain yield, and pay attention to quality and strengthen the regulation of local grain reserve mechanism.On this basis, improve the reserve mechanism construction, the establishme...
