This paper explores the plights of performance evaluation of civil servants in China and brings forward the basic measures of making performance evaluation of civil servants to be veritable in China. It finds, there are many problems in value or contents or subjectivity or index or reconsideration procedure or incentive function and so on in the practice of performance evaluation of civil servants.
