社区志愿服务在基层治理过程中的地位和重要性日益凸显，党员干部下沉社区服务有助于激发基层治理新活力。以湖北省黄石市D镇下辖的10个农村社区作为研究对象，通过实证调查与分析发现，党员干部下沉社区能高质量推进基层治理现代化，但还存在下沉力量不足、管理不够完善等不可忽视的问题，建议从监督管理、服务载体、志愿服务事项等方面采取更为有效的措施，提升下沉党员参与农村社区治理的服务质效。
