This paper has investigated performance limitations in the case that plant uncertainty and control effort are to be considered jointly. Firstly, a average cost function of the tracking error and the plant input energy over a class of stochastic model errors is presented. Then, we design a control law that minimizes the average performance and study optimal tracking performance for linear feedback control systems in the simultaneous presence of plant uncertainty and control energy constraint.
